You missed this:

Chavez has often charged Washington with plotting his downfall or murder.

Robertson certainly didn't help matters, but then he's not part of the US government. The Bush administration actually dismissed his outburst and Robertson himself later apologised. Chavez has a persecution complex. Don't excuse "the people's poseur".
