Actually the current one was elected, and if the constitution is defeated the one scheduled to be elected in December will be assigned to rewrite the constitution. The "appointed government" went out in January.

I have mixed feelings also on the Constitution but I think a yes vote will likely lead to earlier stability and an earlier US withdrawl.
