DCT
The early bird will get most of the worms. DCT will clear most of the <1 km risk while PANNSTARS will detect a lot of the smaller objects left. As I understand it only the PANNSTARS test scope has funds committed while DCT is fully funded. Not sure LSST will really have anything to contribute on NEOs if it lags much behind the others.
