If you don't periodically scrap things then all you end up with is very expensive scrap masquerading as valuable equipment.

the money spent maintaining Hubble would best be spent maintaining superior equipment elsewhere.

If someone (a private interest) wants to waste money maintaining it, then sell it to them for US$1.00.
