I quessed you missed the reference to political stalemate. I sure don't give Clinton sole credit for fiscal restraint. It's obvious however that with the Republicans in control they have none. I'm a firm believer now in divided government except for brief periods to eliminate the exccesses like those of the recent Republican dominion.

The surplus situation only developed towards the end of the Clinton administration by the way. Turning from deficits to surpluses is not easy or quick which is why Bush was absolutely reckless with his economic policies.
