They sat on the story for a year, and are having a hard time justifying releasing it only now, especially to liberals who wonder where it was before the election. It doesn't improve the look of things when the story's author has a conveniently-timed book about this subject coming out shortly.
Most of the indignant outcry on this consists of the paranoid fantasies of the persons doing the complaining, and very little of the facts. Actually, compared to the hysterics about this on some leftist sites, this board is the very model of restraint.
As with Katrina and other issues, the Left (and the press) will pretty much run for a while barking its head off until it hits the end of the chain one more time.
They did succeed in thoroughly burying the election in Iraq, though. You'll hear about that again only if problems arise.
