How in the world could anyone possibly quantify success when it comes to stopping terrorism? A drop or rise in activity after an assassination could simply point to a period of planning or a change of target. There are way too many variables in real life to ever know other than on a very personal level. My guess is that you're looking at statistics put out by Israel themselves who would have a vested interest in showing that their actions are having positive results.
