There are what... 3 shuttles remaining? Launch them unmanned with major ISS components. Concurrently an assembly crew in a soyuz from russia. No need to man rate the shuttles or solve expensive problems. And its kinda quick!

Then when your done putting the part on the station - deorbit each shuttle over some desert. Collect the pieces and sell them on e-bay. I'd buy a piece.

Then let's move on to better things.
