It will take some doing - Phobos is 22 km across but it only casts a penumbral shadow on the surface of Mars - which would cool things some, but I'm not sure if it would be significant. Interesting engineering project, though.

Good info about Phobos' shadow in Wikipedia - I'm coming to love that site.
