The problem is with how NASA is doing business now. The down graded to less powerful engines and kept the original spacecraft weights caused this. The need to return to Methane for the CEV's SM and SSME for the HLV and spend the money on the R&D needed. How completely stupid can they be?
In Russian Griffin said they are going to end up being behind seclude with the CEV and will use Soyuz longer than he would like.
