If by "deductible" you mean yearly cap, $500 is very good. The ACA standard is $6,530 a year, or about $500/month. I'll bet he could shop the exchange and find a lower premium with a higher cap...but he should be careful if he has a known need for medical care, trading away the cap could cost money.
One other thing strikes me: The increases started in 2012, and they've been a uniform $250, which is a declining percentage one to the next (i.e., it's not going up like compound interest). Something is slowing the rate of increase of his premiums...wonder what that might be?
Also, he's a retiree...how close is he to Medicare? All his troubles go away once he joins a large national single-payer plan like Medicare.
You don't have to apologize for your son. "Cooking the numbers" implies deliberate intent, but even if he meant to deceive, that's not really your fault.
