Volkswagon has already set the standard

Similar design, what I call 1.5-seats, with a driver and a passenger squeezed in behind in what might also be used as a cargo space.

Fuel economy = 1 L/100 km (227 mpg)
Range = 650 km (390 miles)
Top speed = 120 km/hr (72 mph)
Vehicle weight = 290 kg (639 lbs)
Engine output = 6.3 kW (8.5 hp) at 4000 rpm

And it has four wheels, so it doesn't have to tilt. Exotic materials used in construction however, magnesium, titanium, aluminum, carbon-composites. Freewheeling shuts the engine off during overspeed, and also when the driver takes his foot off the accelerator. This car goes beyond what is needed to achieve renewability in the transportation sector.
