I agree. The requirements you mentioned for employers are definitely unfair and should be rescinded (not something you'll hear me say very often!). We should do everything we can to encourage and reward immigrants and employers who follow the law and everything we can to make it awkward for those who don't.
As for agricultural labor, if we had to hire our own citizens or only legals the price of produce would skyrocket, at least until the system adjusted to the new conditions, but that's the law of supply and demand, isn't it? The business community should know all about that.
