The FBI's procedures do seem reasonable. But the most delicate procedures in the world don't help if the action was un-Constitutional.
The Bush Administration got so close to doing it right, but their love of unilateral action caused them to shoot themselves in the foot once again. They could have taken their subpoena to the House leadership, covered by the confidentiality of a criminal investigation, and given Congress the time to gather a squad of Capitol police to accompany the G-men. An official observer, such as Hastert himself, would have been quite appropriate. But nooooo, they had to go on a rampage and now, once again, they have to pick up the pieces. Another self-inflicted wound for the Bush Administration. It's a wonder they're still standing after all the blood they've lost.
