One more thing...
Would a colony in trouble be ready to make the hard choices necessary to stay viable if they knew that in at most a few years a ship with fresh supplies and colonists would show up. Instead of working to self sufficiency, the colonists would constantly be counting on relief. Something like this happened during the settlement of the New World, both in North America and the Caribbean.
