Ironically, the Polynesian voyagers came closest to this ideal. Most of the members of their cultures were knowledgeable in one of the required skills, canoe-building, rope-twisting, sail-weaving, navigating, etc. By the time Europeans got involved, ships capable of crossing oceans represented the most advanced technologies available and demanded a host of arcane skills and professionals to manage them. The trend only seems to be continuing in that direction. I'm afraid interstellar and interplanetary exploration is goiing to be a job for governments and massive corporations, not pioneering individuals or small family groups.
I agree with your concept of distibuted (as opposed to centralized )space industry, but it may be incompatible with the social organization required to carry it out.
