I meant to write RASC, that's Royal Astronomical Society of Canada.
They publish the yearly RASC Observer's Handbook, an excellent little yearly almanac second only to the USANO American Ephemeris and Astronomical Almanac, and a lot cheaper and more convenient to use.
It is not restricted to observers in the northern latitudes.
I highly recommend it. Even past issues have a wealth of non-ephemeral data which makes them worth hanging on to. Where else could you find stuff like the lat/longs of every meteorite impact feature in North America?
