If I were the king of SETI...
...I would decree that we perform -continuous- monitoring of every star system within 100 LY in as many frequencies as we can conceive of and accomplish. Develop software to search the resulting database for any anomolies. Investigate and explain the anomolies. Even if we can't think of a reason a particular frequency might indicate life or intellegence, a reason may become obvious in the future.
However, there are not the funds to do this. And I do not begrudge any of the current SETI projects for spending the money that they scrounged up in the ways that make the most sense to them. They may be right.
