Larger missiles can't be launched from civilian back yards.
Not a sarcastic answer. Large missiles require a real launch facility, or at least a mobile unit similar to a SCUD launcher. Both easily targeted, and hard to move quickly. These smaller missiles can be, and were, transported in normal automobiles and vans, and launched literally from living room windows. The launchers, little more complex than a large photo tripod, were then packed up and whisked away, leaving somebody's house as a military target.
