Couldn't bird or insect like creatures that fly, evolve on such a world? And then couldn't they evolve into some sort of intellegent technological/tool using form of life?

What about bottom dwelling crustation like creatures? Isn't it wrong to assume the paradigm that only "gas" breathers can develop into a "technology" species?

Just curious as to your thoughts.
