Clue: Cosmic Rays Are More Energetic Than Solar Flare Particles & Energy
If you stop to THINK that should be obvious by the fact that they punch through the magnetosphere even if you can't be bothered to look up details like relative energy levels. So put on your thinking cap and tell me whether or not it might be possible for something that stops cosmic rays to stop solar flare mass and energy.
You really ought to be less math phobic so you can understand issues like the delta V arguement and relative energy levels.
