The space habitats are indeed habitats....but habitats away from the Earth's gravity and they could reproduce 1 G, which is quite impossible on other worlds.
I just cannot imagine settling away from Earth and not in 1 G...The best way never to be able to return back.
Temporarily....Yes, perhaps, but not permanently.
Ok,there's also 9/10th of a G....55 km from Venus surface...
