The Clinton administration knew the work was imperfect and unfinished. They provided the Bush administration a plan to move forward. A plan that insured U.N. inspections would continue. As with so many other matters handed off, the Bush administration ignored it. It was during the Bush administration that both the North Koreans and Iranians terminated U.N. access and inspection.
Its amusing to watch the neocons grasp at straws to blame an administration that hasn't been in power for six years for their own failures.
