Yep, you're absolutely right on all counts.
I would add blind financing for all political campaigns, aboliton of all lobbies, term limitations, redistricting by automated, color-blind GIS software to eliminate gerrymandering, and public broadcasting of all legislative and committee sessions except those dealing with classified intelligence, security and military issues.
Now send a copy of your letter to all your congressmen and representatives and ask them to draft a bill implementing these reforms.
If that doesn't work, I don't know what to tell you.
