I'll admit it is a daunting task. Are all of the 11 million "illegal"?

It seems the IRS can chase just about anyone down, along with bill collectors.
I guess just the "legals" can be tracked and harassed?
I don't have the answer to this, nor do I want to think of one. I was just parodying an email I got that I thought made sense in a George Carlin kind of way.
