I think that the plan was written tongue-in-cheek. (It came as an email.)
Iraq is such a mess that the writer deemed they would be endless fodder for a useless war. Which would save American troops. And I'm sure Mexicans understand the Iraqi language as much as we do. The picture painted was promisimg......;~)
