The site's been around since October 1994, according to its "About" page, so "About five years too late" would go back to 1999. Who are you criticizing with that one?
Considering that this is probably the first time you've laid eyes on a DoD website, I'll let that one go. Defenselink has been around a while. This particular page is new.
As for all the rest, I understand your unhappiness that the Pentagon is actually responding to the "formidable propaganda and disinformation machine" that's the modern liberal mainstream media, a media that has been hostile to the military for much longer than the past five years, but ask yourself which of these two entities has the most exposure to the average American. I really don't think the media is staying awake nights worrying about this. Not nearly as much as they're worried about being able to bring in a Democratic victory in this election.
