OK.. I see what you mean but your statement is still flawed.
These are single individuals that use the tools of peaceful organizations to satisfy their own purposes.
This does not mean that they represent the organization and that the organization is fine with it. As I read it seems that the Organization is taking measures to prevent this from happening.
Otherwise if you want to play this way then look at one of the US officers that got 'Caught' and got prisoned 18 years for killing innocent people. Playing on your words:
