He had the opportunity and the justification when it was learned that Sadam had made an attempt on the 1st President George Bush's life.
he could have set a precedent that if you threaten the life of our leader, then you have signed your own death warrent.
Yes it would have sent Iraq into chaos...But Iraq was always in chaos anyway.
