Identity theft. He stole a feather boa (really, really liking the striking effect with the pink beads and violet leather fringes), wrapped it around his head, and calls himself a "Chief".

He's right, the current "Chief" is a feather-head, but just wrapping oneself in feathers does not make one a "Chief".
