He had plenty of justification to. At that time, Saddam had invaded a foreign country, had recently used WMD (And active programs) and was in major violation of just about every human rights.
And the Iraqis were rising up against Saddam hoping we would back them.
No, I don’t blame Clinton. George H. Bush should have done it.
I do blame Clinton for not taking bin Laden when he was offered to Clinton on a silver platter, after bin Laden had attacked the WTC the first time. But that is another topic.
