The IDF keeps slaughtering them even if they stop retaliating. The Israelis harass 'em every way they can, and then some. Arbitrarily cut off water, power, travel.
And use $2 billion in direct military aid to do it.
One can read the history of the area, or one can remain ignorant. Come to think of it, I haven't seen a True Believer who believed in reading history.
