The positions Gore is outlining are starting points. When attempting to effect change do you argue first for minimalist change or for the ultimate goal?
CO2 is an externality. Even the most hardcore neoclassical economists won't argue that it is government's job to regulate negative externalities. Global warming is real. Humans are responsible to at least some degree. And yes, all the cows farting cause lots of methane but there wouldn't be so many cows if we didn't want it.
