Or at least a cigarillo, as some details conflict. Pavliv, check. "Novorossiya", or variant "Novorossia" is a real thing, but a Moscow Times article calls it an "unrecognized confederation"--don't think it's anybody's Federal State, yet.

Hmmm...maybe. But just as Pavliv's flag lacks the stars of the Confederate Flag, it lacks the horizontal and vertical lines coaxial with the bars. I think each explanation is equidistant from reality.
The Moscow Times article was mildly amusing--its title is "Ukrainian Rebels Channel U.S. Confederates". Here's another graphic (logo of the New Russia Party) from the article, showing more rebel iconography:
