"the population must be intelligent, have self restraint, and take pride in themselves and their community."

There is a very rapidly increasing volume of people who lack intelligence, self restraint and have a total lack of pride in themsleves and their community, and a total lack of respect for others, or the law. This is who they're targetting.

If it brings them under control, even if just a little - and I, as a law abiding citizen, don't even notice the existance of such tannoys....why should I object to them? Furthermore, what is the actual difference between, say, a tannoy being used by a guy in a control room 3/4's of a mile a way - or the tannoy on a police car from 150 yards away?
