Before a "Clockwork Orange" scenario comes about. Something with a little more bite. Like you said, the people this is aimed at have no regard for others or the law, so I doubt talking cameras will stop them. The fact that the authorities are looking to use a small school child as the voice of these cameras (the voice of authority) speaks volumes about their meek and feeble mindset.

Societal control is being lost because the enforcers of that control have devolved into spineless pansified worms. The hooligans have called their bluff, and know that they have nothing to fear. The Iran hostage affair is a symptom of a larger systemic breakdown ofrepsect for authority throughout the West.
