Unfortunately, you would have people shouting "HUMAN RIGHTS, HUMAN RIGHTS".

I don't know what the solution is, but there is a growing population of really very nasty people in this country. Zero tolerance would be great, but we don't have the money to jail all these people, and re-offense rates out of jail are very very high.
