The environmental cleanup regulation industry is a marvelous circle-jerk of government regulatory agencies, lawyers, lobbyists, environmentalists, and companies that rake it in cleaning up messes that are usually nowhere near as lethal as described.

I assume you have in mind a "more expensive glass" that won't break, and yet can be heated and formed into the complex forms of modern CF bulbs. Let the manufacturers know. Almost all of them are in China.
