Nasa's problems are due to a lack of vision, not a lack of means.
The ROW doesn't make the distinction between NASA and the US congress.
I'm aware the US hasn't been happy about the way Russia handled the Zvezda delays.....But the US has had its share of blames too and the fact that only 3 astronauts are up to now permanently in the outpost Heinlein defined as halfway to anywhere, cannot be blamed on the Russians.
