In theory at least, the Fuel Considerations will be less when launching humans and probes into deep space.

Of course there are fuel trade offs in getting to/From the Moons gravity well also...But taking the long, long-term view, a true space faring capability is much easier to develop assuming you have 1st conquered the Moon.
