"hearts and minds"
"hearts and minds" is a 21st century PC phrase designed to provide terrorists political leverage by exploiting civilian deaths in their enclaves".
"Hearts and minds" is a 20th century PsyOps term used during the Vietnam War as a euphemism for things like the Phoenix program. It means political and psychological warfare disguised as aid to civilians. It was probably coined by Robert McNamara, Secretary of Defense during the Kennedy and Johnson Administration, who was a Republican Former business executive. Even forty years ago, the phrase dripped with sarcasm and was mostly used ironically ("grab 'em by the balls and their hearts and minds will follow").
