Continental shelves belong to the nations they border on. Want to drill in the Gulf of Mexico. Just buy a lease from te U.S. or Mexico. Want to drill in the middle of the Atlantic? Then give half of your oil revenue to the “Enterprise”. I don’t see any drilling rigs beyond the continental shelf even though geologists claim there is oil there.
Fortunately fishery rights predate the Law of the Sea or we would have no fish to eat. But try ranching whales or raising fish as in Deep Range and the UN will get you.
So yes, just as the UN prevents space development by blocking property rights in space the Law of the Sea prevents ocean development by outlawing ownership of the sea floor.
And Antarctic is the third region where UN outlawing of property rights has limited commercial enterprises to simple tourists. So much for its vast coal, oil and mineral wealth benefiting the world.
