I hate to state the obvious, but the president is more concerned with controlling the earth and it's resources and the only space he's interested in is that that resides between his two ears. He's a born-again Christian remember?
He thinks Jesus is returning and he's more settled on playing craps with Armageddon.
Besides, he already controls NASA when he needs to. It's actually a military operation under the guise of a civilian "space program". Just ask anyone with clearances there who has top priority and has been there for years.
