re: Should we really be surprised?

"People were also wishing they would get a real engineer to run NASA and look at what you got. An ESAS architecture which even the majority at NASA doesn't support, but have no choice because it was rammed through by Dr. Griffin. The Science budget butchered because he don't know how to work with Congress. And an investigation because of erased tapes (shades of Nixon...).

It makes you wish for the good old days of O’Keefee."

The only reason I see for NASA having an administer, who is a real engineer, is the same reason women would want to vote for a woman President.
What NASA needs as an administer is a good bureaucrat; and O'keefe was pretty good in this regard.

I doubt that the ESAS architecture is something the majority at NASA doesn't support. And probably be indication of something better if it was something that majority at NASA didn't support.

As for original topic of "a bipartisan, bicameral space summit with the White House to address the future of America’s space program and the challenges it faces".
That seems a bit silly. Though maybe, it would helpful is raising the Public's opinion about Congress.
But other than SOFU, the President doesn't convene bipartisan, bicameral "summits", and if any one does this sort of thing it should the House leadership. Next, of course is there some more important issues facing us other than Space. We have a War of Terror we are in the middle of, National Energy policy seems more important, Social Security, the general problems with the UN, and a number other major challenges.

Now, instead of a "space summit", perhaps Mikulski should more interested in a Space Conference which happen yearly. They could get a bunch of Congressman together to attend some of these.
