Outer system colonies will be the most self sufficient.
It seems that most of the hydrocarbons and other organics are located beyond the asteroid belt near the gas giants. Rotating colonies can orbit Saturn, Neptune, and Uranus and use their magnetic fields as protection from radiation as well as a power source using tethers. Depending on the abundance of metals, they could be totally independent of any inner system help. Who says life can't thrive away from the Sun?
