How many nations have to be involved for it to be a "regional war?" Wasn't aware there was a minimum number.

Saddam was tried and hung for, among other things, genocide, specifically called out as such in the Kurd case. Apparently somebody besides me thinks he did it. Twelve charges were picked out out of more than 500 possibilities, including demands from Iran and Kuwait to press genocide charges on their own behalf.
