How about the private sector launching government satellites (one will need the other).
How about building small capsules for as many astronauts as possible, from a plane, with a 2 stage small rocket...even if there are unconfortable minutes? (To make mannes space mess expensive).
Besides, all 3 camps have a common enemy (denominator): the expensive path from the ground to LEO.
