Gas and liquids will be fairly easy to work with, but what about refining materials for construction and industry? It'll be done eventually, but not until substantial infrastructure has been shipped in.
The path to creating a spacefaring civilization is a long expensive trek, but each small step will bring us closer to that reality. IMO, the Moon has its part to play in that journey.
