Freedom, and before that the dual keel station, was suppose to be a stepping stone to deep space. It was to be used as a shipyard and space dock for deep space vehicles that would transport us to all parts of the solar system.

The ISS is in the wrong orbit to be used as a springboard. It was envisioned as a jobs program to keep down and out Russian scientists on the payroll and keep them from becoming hi-tech mercs for hire to the highest bidder.
