Health care ANYWHERE is getting worse

I have been looking for a GP doctor up here and was recommended to one yesterday so I called his office for an appointment. His secretary asked if I had health insurance. When I said no, she told me he "wasn't accepting any new patients". I was dumbfounded and asked "what if I pay cash every visit", and she still said no.

Is this legal?
"First do no harm".

I'd like to report this, but to whom?
